1. Fund one pool
Wire or ACH from the company account. This is the only money movement finance ever sees. One vendor, one line item.
2. Set the allowance
Pick a number, say $1,000 per member per month. It resets on the 1st and unused money returns to the pool. Nothing accrues, nothing leaks.
3. Members join themselves

The org policy is a ceiling, never a suggestion.
Members can tighten their own agents' limits. They can never loosen what the company set. Enforced at the card network, not in the app.
Policy inheritance
Org policy → member policy → card policy. Each layer can only get stricter. A member can lock a card to one merchant; they can't raise their own allowance.
Monthly reset
Allowances refill on the 1st from the pool. Unused money never leaves the company. No use-it-or-lose-it spending sprees on the 30th.
Instant offboarding
Remove a member and every card their agents hold is dead before the meeting ends. Their unspent allowance is already back in the pool.
Live ledger
